Description SUMMARY:
Supervises and coordinates the activities of personnel engaged in analyzing, compiling, coding, indexing and filing permanent medical records of patients; assists Medical Staff in research; prepares periodic and statistical reports and provides information to authorized persons.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following:

Supervises reviews of records for completeness and accuracy.

Supervises the preparation of periodic reports such as morbidity, birth, death, and other required reports.

Supervises and assists in ICD-9 10-CM and CPT coding.

Supervises the compilation of statistical reports such as: analysis of types of surgery performed, types of disease treated and types of cases receiving special forms of therapy, utilizing medical terminology and accepted nomenclature and classification of operations.

Serves as Privacy Officer for the health system

Maintains surveillance of incomplete records and prepares reports of delinquent physicians/other practitioners.

Represents the Hospital in court cases involving the subpoena of medical and clinical records.

Provides for training/in-services of department personnel.

Establishes and supervises responses to inquiries about information contained in patient charts; determines if information should be released in questionable circumstances.

Maintains physician, diagnoses and procedure indexes.

Insures timely transcription services for Medical Staff.

Assists Medical Staff with the completion of incomplete records and the location of other records.

Designs system methods to provide more accessible data.

Travels to off site facilities.

Administers Hospital contracted chart storage for efficiency and cost effectiveness.

Represents department to internal and external publics.

Develops budgets and capital equipment needs for areas of responsibility.

Monitors operating and capital budgets in areas of responsibility.

Participates in hospital wide fund raising events.

Develops Quality Assessment plans.

Actively supports and participates in hospital wide Performance Improvement Plan.

Demonstrates System Values in performance and behavior.

Complies with System policies and procedures.

Other duties as may be assigned.

QUALIFICATIONS:

SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibility in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring and training employees; planning, assigning and direction work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE:
Bachelor’s degree (B.A.) from four-year college or university; Two plus years related experience and/or training; or equivalent combination of education and experience.

LICENSES, CERTIFICATIONS:
Required: Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT required. Valid driver license required.
Preferred: None

OTHER EXPERIENCE/QUALIFICATIONS:
Two years experience in HIM, supervisorial responsibility. Thorough knowledge of medical/legal regulations related to HIM. Strong organizational skills. Knowledge of ICD-10.

COMPUTER/BUSINESS SKILLS:
Ability to use office machines. Extensive knowledge and ability to use word processing and other Microsoft Office programs.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, rations, and proportions to practical situations.

PURPOSE OF CONTACTS:
The purpose is to justify, defend, negotiate, or settle matters involving significant or controversial issues. Work at this level involves active participation in conferences, meetings, hearings or presentations involving problems or issues of considerable consequence or importance.

REASONING SKILLS:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
