Title Director of Community Support/Shared Living

Description GENERAL DESCRIPTION OF POSITION:
Under the general direction of the Chief Operating Officer (COO), provides leadership and management oversight for the daily operations of the Community Support Services and Shared Living Programs. Has primary responsibility to ensure program and financial integrity, regulatory compliance and flexible, quality supports to the individuals served.

PRIMARY JOB FUNCTION(S):
1. Provides direct supervision to the Deputies of Operations and support to all Departmental staff to ensure effective and efficient communications and operations.
2. Develops annual operating plans with specific goals and objectives relative to primary metrics and proposed initiatives.
3. Develops Departmental policies and procedures and ensures consistent implementation of same and compliance with regulatory standards and Agency policies and procedures.
4. Collaborates with Human Resources for the recruitment, hiring, training and professional growth of all Departmental staff.
5. Collaborates with Departmental Coordinators to develop and implement initial and on-going training for Shared Living caregivers.
6. Ensures the completion of staff performance reviews consistent with standards and timeframes established by the Agency.
7. Participates in the development of Departmental budgets and monitors same on a monthly basis to ensure financial control and stability of the program and takes corrective actions as necessary.
8. Approves and monitors use of overtime and temp labor consistent with pre-established standards and Departmental budget.
9. Ensures implementation of Person Centered Plans for individuals served and documentation of same via monthly audit reports.
10. Acts as primary liaison with the Developmental Disabilities Administration relative to new initiatives, referrals, admissions and discharges and provides final approval for all Service Funding Plans.
11. Ensures direct support staffing schedules are consistent with the client needs and individual budget.
12. Collaborates with the Director of Quality Assurance relative to licensure renewals, quality assurance plans, investigations and plans of correction.
13. Coordinates with Deputies of Operations to establish site visit schedules for all Coordinators, Managers and sites and participates in same, in order to assess service delivery and provide support to staff.
14. Establishes an after-hours on-call coverage schedule, on a rotating basis, participates in same and ensures appropriate actions are taken as necessary.
15. Conducts regular on site staff meetings, caregiver meetings, in order to provide information and solicit input regarding the operations of the Department and/or any issues or concerns.
16. Participates in Directors’ meetings and ensures that the Chief Operating Officer (COO) is regularly informed about the status of operations and all emergency situations and actions taken.
17. Uses technology for the completion of specified job duties and data maintenance and ensures same for all staff.

18. Maintains positive, professional relationships with Agency staff and all external stakeholders.
19. Attends work regularly according to assigned work schedule and in accordance with Agency policy.
20. Assumes other duties, responsibilities and special projects as assigned or necessary.
Requirements EDUCATION/EXPERIENCE: Master’s degree in business administration, health administration or closely related field with 10 years progressively responsible management experience in the human services or health industry with a minimum of 5 years working with the developmentally disabled. Must have a working knowledge of the Maryland Developmental Disabilities service and funding system, Medicaid/Medicare, and the 1915-C Waiver. Must have an acceptable driving record as determined by criteria established by the Agency’s insurance carrier and by Agency policy. Working knowledge of word processing, spreadsheets, and other computer programs.
